Digital sovereignty: how far can it go and how can it be achieved?
Digital sovereignty has become one of the great themes of our time. It is invoked by governments, large corporations, cybersecurity experts and even by citizens concerned about the protection of their personal information. Yet behind this now-ubiquitous expression lies a reality far more complex than it appears.
Every time an organization announces that it wants to become “sovereign,” it implies that it would be possible to regain control of its digital destiny. But what does that promise really mean? Can complete technological independence truly be achieved in a world where every piece of software, every infrastructure and every network rests on thousands of interdependencies?
The question deserves to be framed differently. The real objective may not be to eliminate every dependency, but rather to understand which ones we accept, which ones we can control and which ones represent a strategic risk to our future.
For a long time, IT consisted essentially of acquiring software, servers and licenses. Today it has become an immense ecosystem in which every technological decision brings a multitude of invisible consequences. Choosing an operating system, a cloud provider, an artificial intelligence platform or a development environment is no longer merely selecting a tool; it also means signing on to a complete chain of services, standards, formats, security mechanisms and business models.
This is where the confusion between independence and sovereignty arises.
Being sovereign does not mean living without depending on anyone. A company depends on its employees, its suppliers, its customers and its partners. A government depends on its trade alliances, its infrastructure and its citizens. Even the greatest technological powers on the planet depend on global supply chains that they do not fully control. Dependency is a reality inherent to any modern society.
True sovereignty lies elsewhere. It is measured by the ability to retain freedom of decision when circumstances change. An organization is sovereign when it can adapt its systems, replace a supplier, regain control of its data or change its strategy without jeopardizing its survival. Conversely, when a single decision made on the other side of the world can call into question the continuity of its operations, its autonomy becomes largely theoretical.
This nuance is fundamental, because it challenges a widely held idea according to which open technologies would on their own be enough to guarantee digital sovereignty. Open source software is a remarkable advance and offers considerable freedom. However, open source code does not guarantee that an organization has the skills, the resources or the means to evolve it according to its own needs. The dependency simply changes in nature: it sometimes moves away from a commercial vendor toward a developer community, a specialized integrator or a small group of experts whose availability becomes, in turn, critical.
It is nevertheless possible to pursue the maximum independence for your organization or your company.
