Digital sovereignty: giving ourselves the means to succeed
Digital sovereignty now occupies a growing place in discussions surrounding artificial intelligence, cybersecurity, and the digital economy. More and more organizations want to retain control over their data, reduce their dependence on foreign suppliers, and develop infrastructures capable of supporting their activities over the long term. This ambition is legitimate. It responds to security, competitiveness, and resilience challenges that concern businesses and governments alike.
That desire nevertheless raises a much more concrete question: where will these infrastructures be built?
Data centers have become the foundations of the digital economy. They host data, support cloud platforms, power artificial intelligence models, and keep running a multitude of services we depend on every day. As needs grow, new projects are emerging all over the world. Several of them, however, raise legitimate concerns related to energy consumption, water use, noise, land occupancy, or environmental impacts. These concerns deserve to be heard and analyzed seriously.
The challenge lies precisely in reconciling these concerns with another reality. A society that wishes to strengthen its digital sovereignty must also accept that the necessary infrastructures exist on its own territory. Data does not reside in an abstract space. It is stored in buildings, powered by electrical grids, connected by telecommunications infrastructure, and operated by specialized teams. Systematically refusing their construction often amounts to transferring these responsibilities to other regions or other countries, without reducing our own society's digital needs.
This reflection extends well beyond data centers alone. Every technological advance relies on physical infrastructure: communication networks, electrical substations, energy production facilities, treatment plants, logistics centers, or transportation infrastructure. We benefit from their services every day, even when their presence sparks debate at the time they are built.
These infrastructures must therefore be built in a responsible, sustainable manner that is acceptable to the communities that will host them. Governments, municipalities, businesses, and citizens all have a role to play in identifying the best locations, limiting the impacts on living environments, promoting energy efficiency, recovering heat where possible, and protecting natural resources.
This approach calls for a long-term vision. The digital infrastructures built today will likely support economic, scientific, and governmental activities for several decades. They will also contribute to the growth of strategic sectors such as artificial intelligence, cybersecurity, research, healthcare, industry, and public services.
